Yes. If a video has already been generated, editing or rerendering it counts as another video use. If the new generation fails because of a system error, support can refund the credit.
Unused quotas do not carry past the current billing cycle. They reset when the billing cycle renews. If you upgrade mid-cycle, your current credits roll into the higher plan and the new billing cycle begins.
